Agrostis palustris or more communally know as Creeping bentgrass.  It is a cool season grass and it is native to Europe and parts of Asia. It is also a very invasive grass in some cool season lawns in North America.  One place where it is not considered a weed is in cool season greens on golf courses.  It can be utilized in many ways on a golf course since it can survive being cut so short it is perfect for golf course greens but it can also produce a quality fairway.

This a Creeping bentgrass green it can tolerate low mowing heights down to .1 of an Inch but it is mostly maintained at .125 of an Inch
